Just west of the Tanner Creek Bridge on the Historic Columbia River Highway, there's an easily missed trail junction. Gorge Trail #400 switches back and head up a steep hill on the side of the Tanner Creek Canyon. The Historic Highway Trail continues west before ducking under the freeway.
